NMC rules for MBBS abroad, explained

The FMGL 2021 rules every student must meet, plus the 2026 updates on online study, Uzbekistan and NExT.

The National Medical Commission (NMC) sets the rules in its Foreign Medical Graduate Licentiate Regulations, 2021. They apply to everyone who joined a foreign university after 18 November 2021. Break one and the degree may not let you practise in India.

The rules

  1. Qualify NEET before going. The score is valid for three years.
  2. Study at least 54 months of the medical course, all at one university.
  3. Complete a 12-month internship at the same university.
  4. Study in English for the whole course.
  5. Be eligible for a licence to practise in the country where you studied.
  6. Clear FMGE in India (NExT once it applies to foreign graduates), then do a 12-month internship in India.

Recent updates

  • March 2026: NMC clarified that online classes count only if made up with physical attendance at the university.
  • April 2026: NMC warned that students at some Uzbek institutions were not getting hands-on training because teaching was not in English.
  • April 2026: NExT had still not been applied to foreign medical graduates, so FMGE continues.

Changing country or university midway can disqualify a student. Choose carefully the first time.
