Four ways into an MBBS seat in India

  1. MCC · 15%

All India Quota in government colleges

15% of seats in every state government college, plus AIIMS, JIPMER, BHU, AMU and other central institutions. No domicile needed. In 2026 the last government AIQ seat (General) went at about AIR 22,000 in Round 1 and about 27,000 by Round 3.

  2. State · 85%

    State quota in government colleges

The other 85% of government seats are filled by your home state's counselling, usually only for students with that state's domicile. Fees are low, but many states require a service bond.

  3. State

    Private colleges through state counselling

Each state fills its private college seats through its own counselling. Some states, including Uttar Pradesh, Haryana and Uttarakhand, open these seats to students from any state. Tuition in UP is ₹12.72 lakh – ₹19.78 lakh a year.

  4. MCC · 100%

    Deemed universities

All seats are filled through MCC, with no domicile rule and no state quota. Tuition for the full course is ₹43.95 lakh – ₹1.35 crore. NRI quota seats are charged in US dollars.

You can register for MCC and your state's counselling in the same year. Most students should, because it gives you more rounds and more seats to try for.

What does MCC counsel?

  • 15% All India Quota (AIQ). 15% of MBBS/BDS seats in participating state government medical/dental colleges. Domicile-free. Central reservation: SC 15%, ST 7.5%, OBC-NCL (central list) 27%, EWS 10%, PwD 5% horizontal.
  • Deemed universities (100%). MCC counsels all deemed university seats, including management, NRI (15% of seats) and, where applicable, Jain/Muslim minority seats. No SC/ST/OBC/EWS/PwD reservation. Domicile-free. NRI and minority seats left vacant in Round 3 convert to general self-financed seats.
  • AIIMS (100%). All seats of every AIIMS are counselled by MCC. Domicile-free, central reservation applies, plus foreign national seats (OCI/PIO/foreign nationals only).
  • JIPMER Puducherry & Karaikal (100%). Open seats (Puducherry 134, Karaikal 45) are domicile-free. Puducherry UT domicile seats (48 + 16) are allotted from a list supplied by the Puducherry DME.
  • Delhi University (MAMC, LHMC, UCMS, MAIDS). 15% AIQ plus 85% Delhi state quota, which needs Class 11 and 12 passed from a school in NCT Delhi. MCC counsels both.
  • Central institutes under GGSIPU (VMMC & Safdarjung, ABVIMS & RML, ESIC Dental). 15% AIQ plus 85% IP University Delhi state quota (Class 11 and 12 in NCT Delhi). MCC counsels both.

Common questions

What NEET marks do I need for a government MBBS seat?

It depends on rank, category and state, not marks alone. In 2026 the last All India Quota government seat for General went at about AIR 22,000 in Round 1 and about 27,000 by Round 3. State quota cutoffs vary widely, and some states close at much lower ranks for their own domicile students.

Can I apply in both MCC and state counselling?

Yes. If you take an AIQ seat and later want a state seat, resign the AIQ seat within the allowed window. Resigning in Round 1 is free; from Round 2 you lose the security deposit.

Is there a bond for government seats?

Many states require a service bond: you either work in a government post for a set period after MBBS or pay a penalty. Amounts and years differ by state; check your state's page.

Can deemed university seats be taken with a low NEET score?

Any NEET-qualified candidate can register for deemed universities through MCC. Seats go by rank, so with a lower rank you get seats in later rounds, if any remain.
