Domicile rules for NEET state quota: state-by-state basics
Every point below links to its official source.
Key facts
- Admission to state quota seats follows each state's own eligibility and reservation rules, as notified by that state or UT. [1]
- The Supreme Court has said residence-based reservation can be allowed to some degree in MBBS admissions (citing Pradeep Jain), but struck down residence-based reservation in PG medical state quota seats as violating Article 14 (Tanvi Behl v. Shrey Goel, Jan 2025). [2]
- Uttar Pradesh: Careers360 reports state quota eligibility rests on the candidate or parent being a UP resident (for example living in UP for 3 years or more), with provisions for children of government employees. [3]
- Rajasthan: Careers360 reports a candidate qualifies if one parent has been a Rajasthan resident for 10 years or the candidate studied in Rajasthan for 5 years or more, with provisions for wards of certain government, central and defence employees. [3]
- Madhya Pradesh: Careers360 reports only MP residents are eligible for the 85% state quota. [3]
- Maharashtra: Careers360 reports the candidate must be a Maharashtra domicile or have lived in the state for at least 10 years. [3]
- Gujarat: Careers360 reports Gujarat state quota needs Gujarat domicile and Class 12 passed from a recognised school in Gujarat, with a provision for JNV students who studied up to Class 8 in Gujarat. [3]
- Bihar: Careers360 reports eligibility is tied to parents being Bihar residents or Bihar government employees, among other parent-based categories. [3]
- Tamil Nadu: government quota requires a TN Nativity Certificate (a residence certificate is not accepted). Natives of other states are eligible only under Open Category, and only if they studied Classes 6–12 continuously in TN. [4]
- Karnataka has several 'Karnataka candidate' clauses for government quota seats; Careers360 advises checking the exact clause in the KEA notification. [3]
- Careers360's 2026 list shows UP, Bihar, Karnataka and Tamil Nadu private seats as open to other-state candidates, Rajasthan open from Round 3, MP from Round 2, Maharashtra only for institutional quota seats, and Gujarat closed. [5]

Can I apply to two states' state quota?
Each state applies its own rules. Tamil Nadu, for example, rejects TN-native claims from anyone who took NEET UG 2026 as a native of another state. Check each state's 2026 bulletin.
Do AIQ seats require domicile?
No. MCC's AIQ and deemed university counselling is domicile-free.
