MBBS service bond rules by state (2026) and NMC's stance
Every point below links to its official source.
Key facts
- MCC's bulletin says stipend, fee, bond amount and rural service conditions vary by state and college. MCC takes no responsibility for them, so candidates should check with each college before filling choices. [1]
- Maharashtra abolished its mandatory one-year MBBS bond (Social Responsibility Service) by a GR dated 23 July 2026. It covers graduates of government, municipal, aided and private unaided colleges, though those already serving must finish. [2]
- Gujarat requires one year of government service after MBBS, with a Rs 20 lakh payment for opting out; after Maharashtra's move, Gujarat began a policy review. [3]
- Karnataka requires one year of compulsory rural service under its 2012 Act before issuing the NOC needed for permanent registration. A 28.07.2023 notification extended this to private-seat students in private and deemed colleges. [4]
- Careers360's 2026 table lists Uttar Pradesh as 2 years with a Rs 10 lakh bond penalty, Rajasthan as 2 years with Rs 5 lakh, and Tamil Nadu as 5 years with Rs 5 lakh. [5]
- The same table lists Madhya Pradesh's bond as 1 year (non-scholarship) with a Rs 10 lakh penalty for UR government-college students (Rs 5 lakh reserved), Haryana as 5 years, and Bihar, Kerala, West Bengal and Telangana as having no service bond, though some charge seat-leaving penalties. [5]
- In August 2026 the Supreme Court (Ashish Redu v. State of Karnataka) said a uniform national policy on compulsory rural service for medical graduates should be framed, and asked the Centre for instructions. [4]
- In January 2024, NMC's Anti-Ragging Committee asked states and UTs to drop seat-leaving bonds. As an alternative, it suggested barring a student who leaves from admission in that state for a year. [6]
- In May 2024, NMC was reported to be considering how to streamline service bond rules. Such bonds typically require 1–5 years of state service after training. [7]

Is the MBBS bond the same as a seat-leaving penalty?
No. A service bond is a duty to serve after MBBS, or pay instead. A seat-leaving penalty applies if you quit the course midway. Careers360's 2026 table lists them separately.
Has NMC banned bonds?
No. NMC has asked states to drop seat-leaving bonds and has reportedly reviewed service bonds, but each state still sets its own rules.
